  • Define and coordinate requirements to administer procurements and contract activities to support identified gaps and operational needs.
  • Evaluate contractor performance within the technical provisions of the contract, order, or agreement in accordance with the terms, conditions, and specifications.
  • Review and analyze contractor deliverables, services, and management reports to verify services deliveries to contracted commitments and for prompt payment, to include use of structured quality surveillance practices and methods to effectively monitor the completeness and timeliness of goods and services supporting CBP operations.
  • Identify gaps, risks, and deficiencies to administer and coordinate on proper actions and continuous improvements in reporting and resolutions to the contracting officer.
  • Submit complete and timely contractor past performance evaluations within the government-wide Contractor Performance Assessment Reporting System.

Qualifications

  • Advanced knowledge of Federal acquisition regulations, policies, and procedures including types of contracting authority, contract types, and the essential elements of a contract to administer a range of unique and complex contract requirements.
  • Proficient knowledge and skills in applying procurement and acquisition strategies to advance contracting principles and innovative practice techniques for effective quality assurance, surveillance, and performance monitoring.
  • Ability to communicate effectively, both orally and in writing, with progressive proficiencies in communicating and interacting across teams and program personnel to maintain efficient and effective flow of contract information, services, and problem resolution to meet mission and operational objectives.
  • Knowledge and skills with DHS/CBP systems to achieve OCMO operational objectives and program goals to assist CBP in achieving mission milestones and mitigating contract risks affecting agency priorities.
  • Knowledge and skills to communicate and identify deficiencies and resolve problems to sustain effective and efficient administration of contracts for compliance and performance.
  • Knowledge of standard contract data and management practices to monitor project progress, identify and address potential issues, keep stakeholders informed, and manage resources to accomplish the goals of the project.
  • Ability to interpret terms and conditions of the contract to manage project information for invoicing, financial monitoring, and records management; administer controls on government furnished equipment, systems, property, and information; and assist with contract closeouts.
  • Holds a minimum of a mid-level COR II certification (e.g., FAC-COR Level II, DAWIA or component equivalent).

  • CBP employees are required to utilize their CBP issued laptops and cell phone (if necessary) for the duration of the assignment.
  • Non-CBP employees should coordinate with their Local Property Officer to ensure the availability of laptop/phone, if selected.

OUSD(I)/HCMO Conducts Successful 2016 DOD Joint Duty Swap Pilot & Human Capital Leadership Summit

The Human Capital Management Office (HCMO) conducted a very successful launch for the DoD Joint Duty (JD) Swap pilot. This event brought together Hawaii-based Human Capital leaders and subject matter experts to collaborate and address how to increase JD swap opportunities and assignments in Hawaii. Discussions included an overview of the JD swap process along with an introduction to Tapioca, which is an NSA-developed social networking application that can be used to find potential JD swap matches. HCMO spear-headed the Joint Duty Swap Fair which enabled employees and supervisors to explore more fully specific swap opportunities with DoD components. Additionally, Mrs. Sara Ratcliff, Director, Human Capital Management Office, met with senior leaders in the Pacific Command AOR and addressed critical human capital challenges in the region. The trip concluded with technical/functional site visits to U.S. Army Pacific Command, Joint Interagency Task Force –West, and the Defense Intelligence Agency. Defense Civilian Intelligence Personnel System employees from the various services and Combat Support Agencies attended the site visits. Description of Position Responsibilities: - Serve as the Executive Secretary for the DHS FoW Governance Board and Full Committee, to include supporting the facilitation of meetings (e.g., scheduling, preparing agendas and materials, and publishing official minutes). - Identify and schedule internal and external stakeholder engagements; draft and edit FoW-related policies and memoranda for senior leadership review and approval; and provide briefings for team members and senior leaders on FoW activities. - Serve as the lead on maintaining the FoW SharePoint website, to include building a tool to facilitate information sharing initiatives across DHS components. - Scan and analyze various sources for relevant program data, work across Components to understanding emerging trends and workforce needs, and provide recommendations on FoW issues relevant to DHS's mission.
