Schools’ Infrastructure: A Key Element of Students’ Learning Experience

A school is actually a home away from home for any student. During student life most of the waking hours of any student are spent at school, learning anything and everything in various dimensions from books, teachers, peers and even school environs, writes Ahmad Shariq Khan of Elets News Network (ENN) .

There is no denying how significant a school is in shaping up a student’s personality and holistic learning process. Like an experienced teacher and teaching pedagogy play a critical role in shaping students’ academic lives, infrastructure is also vital. It creates a favourable environment for students’ holistic development. It’s a common knowledge that every parent wants to spend money where their kids feel safe and secure while learning and enjoying their student life. They wish to ensure the schools have ample safety standards and facilities to make learning a joy.

There are studies suggesting students in schools with poor infrastructure can have lower scores than those with access to better infrastructure facilities. This makes school infrastructure a key element in a child’s academic as well as holistic growth.

Besides, an overcrowded classroom and stressful environment also affect students’ learning capabilities. That’s why school-teacher ratio is also a key parameter for parents before they admit their wards to any specific school.

Poor School Infrastructure, A Demotivator for Students

Going by the state-wise analysis of the National Achievement Survey 2017 for Class III, V and VIII, one can infer that across government and government-aided schools spread across the country, not only do school buildings need significant repair but they lack basic amenities. Worth noting is, as per the above–stated survey, 58% of the schools in Arunachal Pradesh, 43% in Assam, 35% in Uttar Pradesh, 30% in Bihar and Madhya Pradesh require significant building repairing.

A well-equipped library housing a wealth of useful books or informative and interesting video facilities, coupled with a motivating or mood-lifting ambiance not only attracts students but also develops a liking to study. Such places also serve as holding interactive sessions and exchanging knowledge among students, thereby enhancing students’ writing and reading skills.

K-12 Infrastructure Is Broken. Here’s Biden’s Newest Plan to Help Fix It

The Biden administration is offering new grant funding and other resources to help school districts plan sorely-needed investments in the nation’s dilapidated school buildings and buses—though the offerings fall well short of schools’ needs.

The announcement comes just one week after the administration’s latest federal budget proposal , which does not include a previously proposed investment of $100 billion in grants and bonds for K-12 school infrastructure. Congress last year considered a similar investment as part of a broader infrastructure spending package, but lawmakers eventually excised public schools from their priority list as well.

This week the federal government announced new funding that amounts to half of 1 percent of those proposals.

A Department of Energy grant program will funnel $500 million from the Bipartisan Infrastructure Law passed by Congress last November for school districts to spend on priorities, including:

  • comprehensive energy efficiency audits and building retrofits,
  • HVAC and lighting upgrades,
  • clean energy installation, and
  • training for staff to maintain these improvements long-term.

Rural and high-poverty schools will get priority consideration from the agency.

America spends $110 billion a year on school infrastructure , but that hefty sum falls $85 billion short of the necessary benchmark to fully modernize school buildings nationwide, according to a 2021 report from a coalition of school infrastructure advocates.

Leaky roofs, moldy ceilings, flooded classrooms, suffocating heat, and overcrowded hallways are a fixture of the scenery for millions of America’s K-12 students , particularly in rural and low-income areas. Many school buildings that haven’t been renovated for decades can’t easily be upgraded because they weren’t built for modern equipment.

The federal government for nearly a century has supplied only a tiny fraction of those costs, leaving states and local governments to make up the rest.

Monday’s announcement of a “Biden-Harris Action Plan for Building Better School Infrastructure” also highlights new efforts by the administration to encourage investment in K-12 facilities. The White House will provide guidance to state and local governments that received funds from last year’s American Rescue Plan pandemic relief package on how to use those funds for infrastructure projects in concert with local school districts’ own federal relief aid.

The plan also includes documents that may be helpful for school districts, including:

  • a toolkit that lists all opportunities for federal funds to support school facilities projects,
  • a guide from the Environmental Protection Agency to improving air quality in school buildings,
  • a guide to using the U.S. Department of Agriculture’s Rural Development grant program to assist with school bus electrification in rural areas,
  • a series of webinars detailing the value of electric school buses and the opportunities to purchase them, and
  • an invitation to join the Efficient and Healthy Schools Campaign, which is currently providing technical assistance for school modernization projects in at least 26 school districts, including the Charleston schools in South Carolina, the Columbia schools in Missouri, and the Newark schools in New Jersey.

The effects of poor infrastructure in education, transport and communities

Infrastructure is directly linked to the economic development and growth of a country. 

It acts as a catalyst for the development of poverty alleviating solutions, providing access to basic needs such as health care, education, food resources, transportation, job opportunities and more. It also increases productivity and improves the quality of life for many communities. 

Infrastructure refers to the structures, facilities and systems that contribute to the function of a country. These include buildings, roads, bridges, airports, airways, power supplies, water and sanitation supplies, telecommunication systems and more. When these infrastructures are not operating properly, the chain of production is disrupted. This disruption hinders development, which causes economic deficit and, in turn, brings low standards of living. 

The social impact of transportation in SA’s poorest communities is under-considered. For example, when a community lacks transport infrastructure like roads, it means that the people from that community are unable to travel to cities. Or places where job and social networking opportunities, as well as quality health care facilities, are available. 

This leads to a deteriorating quality of life for people in this community. It means they’re also unable to contribute to the economic activity of the municipality in which they live, therefore, unable to contribute to the national economy at large.   

What are the causes of poor infrastructure?

There are several factors that contribute to poor infrastructure, and they include the lack of, or shortages, of funds, insufficient provision of developmental resources and inefficiency of developmental labour as well as poor repair and maintenance. The lack of infrastructure in poor communities significantly impacts the lives of the people living in these communities. 

Poor infrastructure examples include dilapidated classrooms, pit toilets and other damaged school infrastructure. These infrastructure problems in schools not only affect academic performance, but they also infringe on the rights to education, as well as the rights to safety and health of learners as well as of teachers. The effects of poor infrastructure in schools can also be seen in learners’ drop out rates and low-teachers retention rates.   

What are the solutions for poor infrastructure?

Solutions start with investments channelled toward infrastructure development in communities across the country. The Development Bank of Southern Africa (DBSA) procures funding to help accelerate the implementation of social and economic infrastructure projects such as transportation, education, health and more. 

Through our preparation project financing portfolio, we fund several large scale projects that result in the development of new and advanced school infrastructure. We also inject funds toward the upgrading of ageing, inadequate, unsafe and poor school infrastructure in previously disadvantaged communities. Additionally, the Bank has committed funds to public transport networks. This is done with the goal to ensure that safe, efficient and green transport systems are put in place. 

And, because public transport in South Africa is expensive, these systems are specifically designed to be accessible at affordable rates to people living in beneficiary communities. 

Through our non-lending infrastructure planning support portfolio, we also support under-resourced municipalities. We facilitate the creation of a cost-effective socio-economic municipal infrastructure. This, in turn, enhances the municipal revenues and improves the financial viability of the beneficiary municipalities. When municipalities are operating efficiently, they’re able to produce and offer sufficient services to the communities they serve. 

The people in these communities are able to access basic needs and opportunities. In addition, their livelihood improves, and youth empowerment becomes a possible reality.  

Final thoughts

Poor infrastructure is a serious obstacle in the development of communities and in economic progress. It changes the lives of communities drastically and contributes to poverty. 

This is why DBSA prioritises socio-economic infrastructure by providing funds to development projects in SA’s most vulnerable areas. By doing so, the Bank has the power to help stimulate job creation as well as economic activity and growth.

The impact of school is vast and plays a crucial role in a child’s mental and physical intellectual well-being. Researchers and psychologists have conducted studies to find out the direct and indirect relationship between students’ performance and environmental factors. Here are a few takeaways:

A study from the U.K. also tells us that elements of a school infrastructure together explained 16 per cent of the variation in primary students’ academic progress. This research shows that the architecture of an education infrastructure impacts learning through three interdependent factors:

  • Naturalness (e.g., light, air quality)
  • Stimulation (e.g. complexity, colour)
  • Individualization (e.g., uniqueness of the learning space)

Schools should be free from sources of several types of pollution – both sound and air. Sound pollution has the potential to distract students while air pollution is detrimental to a child’s health and well-being. These physical conditions can easily leave a negative impact on the student’s all-around development. There are more things about the school infrastructure that impact a student’s learning, such as:

  • If the bathrooms of a school are unhygienic it may cause a child certain health problems.
  • If there are no fans or an air conditioner in a classroom, not only do the students but the teachers suffer too from excessive sweating.
  • Having bad infrastructure could be a core reason for a child being constantly absent.

However, in most developing countries, policymakers in both the public and private sectors often overlook the impact school infrastructure can play in improving results for both teachers and pupils. India is a country with many schools offering educational services for the students to learn and grow. However, there are only a few good ones that focus on the holistic development of children.

Briefly stating the architecture and physical layout of a school should pay special attention to the mental and physical well-being of the students. Buildings, classrooms, labs, and equipment are essential components of the learning environment in schools and colleges. Top-quality infrastructure smoothens instruction, increases student output, and reduces dropout statistics, among other benefits.

After all only reading and writing do not help you learn much, physical activities make it more interesting and fun.

The importance of having a good school infrastructure

It is a fact that having schools in good conditions is decisive for students to achieve the expected academic results 

For those who love to read and study, any place can be good to read and learn. They might argue that the space you are in does not matter, that knowledge is immaterial, that the physical context is secondary, and that what is important is to concentrate in what you are reading.  

But if we transfer this reasoning to the reality of educational systems, the empiric evidence is flagrant: having rooms and learning spaces in good conditions is decisive for students to achieve the expected academic results . In other words, the conditions of the schools directly impacts the performance of the students.  

The fact is that a good school infrastructure, with renewed spaces, makes it possible for children and youths that live in remote areas to study  and, in addition, tends to improve the attendance and interest of students and teachers in learning. For this same reason, investments in school infrastructure have an essential role in solving access problems of students to the school system and to improve their performance. 

What are the conditions for a quality school infrastructure? 

According to the experts, it must at least comply with the following parameters:

  • Comfort for students, teachers, and administrators : spaces for teachers and students, with an adequate temperature, ventilation, and lighting, with water, electricity, and Internet services, as well as sanitary services and the respective drainage of sewage waters. 
  • Spaces for the development of rehearsals and practices such as libraries, and natural sciences, information technology, physics and chemistry labs.  
  • Spaces for the development of talents and entertainment, sports, and culture. 

Daniel Rivera, Social Development Project Director at CAF, Development Bank of Latin America, states, "The improvement of the physical conditions of schools is as closely related to learning as other educational inputs including home environment, motivation, good teachers, libraries, technologies, or student services".      

The impact of infrastructure on educational quality 

A review of the most recent literature indicates that investments to improve school infrastructure has effects on the educational quality at least in the following three dimensions:    

  • Attendance and completion of academic cycles . According to UNESCO, the school drop-out rate in Latin America is 17 percent, and greater in rural areas . Several studies have found that the physical conditions of school buildings positively affects school completion and cycle completion rates, and increases registration. For example, in Peru the World Bank found that investments in school facilities had a very significant positive effect on students' attendance rates.   
  • Teacher motivation . Evidence in Bangladesh, Ecuador, India, Indonesia, Peru, and Uganda indicates that teachers in schools with good infrastructure have, on average, 10 percent less absenteeism  than teachers in schools with deficient infrastructure. In fact, the study found that infrastructure had a greater effect reducing absenteeism than teacher salaries or the effect of the administrative tolerance for absences.   
  • Learning results. Studies carried out in the United States, such as the one conducted by  21st Century School Fund in 2010 , found positive results which are statistically significant between school infrastructure and standardized tests to measure learning processes in many parts of the country. With lower student socio-economic levels, the results were higher.  

Hanushek (1995) found that the results of 34 studies with production functions in developing countries that analyzed the relationship between school facilities and learning mostly found a positive effect. Vélez, Schiefelbein, and Valenzuela (1993)also indicate positive results between infrastructure quality and learning, based on a review of close to 70 models of functions of production carried out during 20 years in Latin America.  

Empiric evidence indicates that there is a direct relationship between school infrastructure and educational performance , and that investments in educational infrastructure contribute to improve the quality of education and the economic performance of countries.  

Rivera explains "To optimize investments in education it is essential for authorities to observe the significant role of infrastructure  interacting with other essential educational inputs to be able to undertake comprehensive proposals that together, improve the quality of education, thus promoting greater equality of opportunities and contribute to reduce inequalities and advance toward a real productive transformation in the region". 

  CAF and good schools 

Among the educational interventions financed by CAF in the region, the construction, rehabilitation, and improvement of educational infrastructure has played an essential role as a result of the impact that these factors have on access and quality. 

Currently, CAF finances educational projects for USD 500 million in Argentina, Ecuador, and Panama, and soon it will systematize the intervention methodology for educational infrastructure projects with the objective of spreading best practices to other countries of the region

There should be the right amount and sizes of windows for daytime lighting capabilities, proper ventilation, and exit for extreme urgent situation cases. Amid Israel's bombardment of Gaza that has followed Hamas' Oct. 7 attack , much of the enclave's already fragile infrastructure — water and electricity, as well as housing, hospitals, and schools — has been either damaged or destroyed.

A joint report by the European Union, the World Bank and the United Nations published in March concluded that as of January, direct damage to Gaza's infrastructure amounted to $18.5 billion.

Only a third of the enclave's hospitals are functioning at all, with those remaining crippled by a lack of fuel to run generators, says Juliette Touma, the communications director for UNRWA, the U.N. agency that delivers aid to Gaza.

Palestinians living in Gaza have instead been forced to rely mostly on makeshift medical clinics, she says, but "it's very basic medical care."

According to Paul Spiegel, a former U.N. official who is now director of the Center for Humanitarian Health at Johns Hopkins University in Baltimore, "There's no water anymore, no sanitation or infrastructure available. Same with housing."

People in Gaza "either live in the open air or they're living in destroyed buildings, which are unsafe," he says.

One family that fled Rafah a few weeks ago, after Israeli forces ordered an evacuation, is now living in a bombed-out school in Khan Younis, a city that has been devastated by Israeli shelling.

Ibrahim Abu Issa, 24, says when he and his family left Rafah, "we each took a bag on our back and left the house."

"We tried to go back to get our things but couldn't," he says. "We couldn’t even bring a gas canister or anything."

The full extent of the devastation in Gaza is nearly impossible to quantify. U.N. agencies and privately funded aid groups have had difficulty moving their personnel around safely. Western journalists who managed to report from inside Gaza in the opening months of the war were allowed to go in only with Israeli forces. Media groups are now calling for a lifting of a ban on independent reporters entering the territory.

Given these caveats, below is a snapshot comparing the infrastructure situation on the ground in Gaza before the Hamas attack against the most recent information available.

Before Oct. 7

There were about 470,000 units throughout the Gaza Strip before the conflict began.

About 179,000 units (according to the World Bank ). A World Bank report says, “Over a million people are without homes and 75% of the population is displaced.”

Electricity

In 2022, electricity supplied by Israel and the territory’s single Gaza Power Plant, located in Nuseirat, was available for about 12 hours each day, providing a total of about 180 megawatts. By 2023, that output had dropped to just under 150 megawatts, according to the U.N. Office for the Coordination of Humanitarian Affairs ( OCHA ).

According to OCHA, no electricity is being delivered by grid in Gaza.

Although the quality of water available in Gaza had been poor well before the current conflict began, the Palestinian Central Bureau of Statistics (PCBS) says that the per capita consumption of water was 82.7 liters (about 22 gallons) per person per day. The United Nations recommends a minimum of 50 liters (13 gallons) per person per day. More than 80% of that water was drawn from wells fed by a contaminated coastal aquifer. Another 14% was provided by an Israeli pipeline and the remaining 5% by one of several desalination plants, according to PCBS.

Three major desalination plants have been offline since shortly after the start of the current conflict — they either were destroyed by Israeli bombardment or are without the fuel necessary to run them. Many of the dozens of small, privately owned desalination facilities have also been unable to operate due to lack of fuel to run generators.

As a result, the Palestinian Central Bureau of Statistics says the per capita availability of water has fallen to just 1 to 3 liters (0.26 to 0.8 gallons) per person per day. An interim damage assessment put out in March by the World Bank, the European Union and the United Nations puts the figure at 3 to 7 liters (0.8 to 1.8 gallons) per day — at best, just 14% of the minimum recommendation by the United Nations.

The World Health Organization says that before the conflict, Gaza had 36 functioning hospitals .

The World Health Organization says only about 12 of Gaza’s 36 hospitals are still able to function, although a total of 29 have suffered damage during the conflict. In all, 84% of health facilities are damaged or destroyed.

The U.N. reports that Gaza had 813 primary and secondary schools , with some 625,000 students and 22,000 teachers, along with 12 universities and colleges, before the conflict.

More than 80% of Gaza’s schools have been severely damaged or destroyed by fighting, according to the United Nations, with 212 “direct hits” on schools that destroyed at least 53 of them, as of March. Many other schools are being used as shelters for displaced families. All 12 of Gaza’s universities and colleges have been destroyed, according to OCHA .

NIH Announces Winners of 2023-2024 High School Mental Health Essay Contest

The National Institutes of Health (NIH) is pleased to announce the winners of the  2024 Speaking Up About Mental Health    essay contest. Out of more than 370 submissions across 33 states, NIH awarded 24 youth (ages 16-18) finalists with gold, silver, bronze, and honorable mention prizes.

Supported by the National Institute of Mental Health, the National Institute on Minority Health and Health Disparities, and the  Eunice Kennedy Shriver  National Institute of Child Health and Human Development, the essay contest invited youth to address mental health and reduce mental health stigma that young people may face when seeking mental health treatment.

The winning essays addressed complicated topics such as stigma, trauma, resilience, equity, anxiety, and more. Teens also wrote about specific ideas for improving well-being, such as broader access to leisure sports, reducing time spent on social media, and normalizing mental health treatment and care.

Harvard Should Say Less. Maybe All Schools Should.

Last fall, Harvard University’s leadership found itself at the center of a highly public, highly charged fight about taking an official institutional position in connection with the Oct. 7 Hamas attack on Israel and the war in Gaza.

First, critics denounced the school for being too slow to issue a statement on the matter. Then, after a statement was released by Harvard’s president, Claudine Gay, and 17 other senior Harvard officials, some critics attacked it for being insufficiently forceful in condemning the Hamas attack, while others criticized it for being insufficiently forceful in condemning Israel’s retaliation.

One of the many sources of confusion at the time was that Harvard, like many other universities, did not have a formal policy on when and whether to issue official statements. In the absence of a policy, Harvard not only had to figure out what to say or not say; it also had to deal with the perception that not issuing a statement, or not issuing one fast enough, would in effect be a statement, too.

Fortunately, Harvard now does have official guidance for a policy on university statements, in the form of a report issued on Tuesday by a faculty working group on which we served together as chairs, and endorsed by the president, provost and deans. The report recommends a policy based on both principle and pragmatism, one that we hope can enable Harvard — and any other school that might consider adopting a similar policy — to flourish in our highly polarized political era.

In brief, the report says that university leaders can and should speak out publicly to promote and protect the core function of the university, which is to create an environment suitable for pursuing truth through research, scholarship and teaching. If, for example, Donald Trump presses forward with his announced plan to take “billions and billions of dollars” from large university endowments to create an “American Academy” — a free, online school that would provide an “alternative” to current institutions — Harvard’s leadership can and should express its objections to this terrible idea.

It makes sense for university leaders to speak out on matters concerning the core function of the institution: That is their area of expertise as presidents, provosts and deans. But they should not, the report says, take official stands on other matters. They should not, for instance, issue statements of solidarity with Ukraine after Russia’s invasion, no matter how morally attractive or even correct that sentiment might be.

In addition, the report says, university leaders should make it clear to the public that when students and faculty members exercise their academic freedom to speak, they aren’t speaking on behalf of the university as a whole. The president doesn’t have to repeat this point with regard to every utterance made by the thousands of members of the university. But the university should clarify repeatedly, for as long as it takes to establish the point, that only its leadership can speak officially on its behalf.

This policy might remind some readers of the Kalven Report , a prominent statement of the value of academic “institutional neutrality” issued in 1967 by a University of Chicago committee chaired by the First Amendment scholar Harry Kalven Jr. But while our policy has some important things in common with the Kalven Report, which insisted that the university remain silently neutral on political and social issues, ours rests on different principles and has some different implications.

The principle behind our policy isn’t neutrality. Rather, our policy commits the university to an important set of values that drive the intellectual pursuit of truth: open inquiry, reasoned debate, divergent viewpoints and expertise. An institution committed to these values isn’t neutral, and shouldn’t be. It has to fight for its values, particularly when they are under attack, as they are now. Speaking publicly is one of the tools a university can use in that fight.

Take the use of affirmative action to achieve diversity in higher education admissions. Harvard argued in defense of this idea in the Supreme Court on several occasions — starting in 1978, when the court’s controlling opinion allowing diversity in admissions relied extensively on a brief that Harvard filed, through 2023, when the court rejected the use of race in diversity-based admissions. Harvard’s advocacy all along was far from neutral and would arguably have violated the Kalven principles. On our principles, however, Harvard was justified in speaking out forcefully in support of the method it long used to admit students, because admissions is a core function of the university.

We recognize that some observers, on both the left and the right, may interpret the timing of our report as an attempt to support some point of view they don’t like. That said, our recommended policy is designed not as a response to immediate events but as a response to the changed reality in which the university operates: a world of social media and polarized politics. Both put intense pressure on universities. Both cry out for a policy where before, none was demanded.

On social media, it can sometimes appear that anyone with a claim to Harvard affiliation speaks for the institution, even as we in the university know otherwise. We’re not naïve enough to think that just announcing a policy will change what the internet thinks. It will take repetition, emphasis and consistency to make the policy widely understood.

In an age of polarized politics, we also need a policy that will spare university leaders from having to spend all their time deciding which global and national events deserve statements and which statements from the university community merit official repudiation. On many, maybe most, important issues, no official statement made by the university could satisfy the many different constituencies on campus.

In formulating its recommendation, our faculty working group struggled with some challenges that don’t have great solutions. For example, we didn’t address, much less solve, the hard problem of when the university should or shouldn’t divest its endowment funds from a given portfolio. The Kalven Report claimed that a decision to divest is a statement in itself and so the university shouldn’t do it. In contrast, we saw divestment as an action rather than a statement the university makes. We therefore treated it as outside our mandate, even though symbolic meaning can be attached to it, just as it can to other actions (including investing in the first place). Our report encourages the university to explain its actions and decisions on investment and divestment — much as Harvard’s President Larry Bacow did in 2021 when the university decided to reduce its investments in fossil fuels, and much as President Derek Bok did when the university didn’t divest from South Africa in the 1980s — but that’s all.

Our committee members represented a wide range of academic specialties and points of view. We disagreed, and still disagree, about a lot. At a university, that’s both normal and highly desirable. Ultimately, a university is a community unified by a commitment to trying to get it right, not by a single answer to what is right in every case. Where we converged was on the belief that the university must protect and defend its critically important role and that it undermines its core function if it speaks officially on matters outside it.
