The Nuu-chah-nulth Tribal Council (NTC) is looking for a permanent, full-time Project Manager who can provide managerial leadership to a long-term study “Indigenous Component of Health Life Trajectories Initiative” (I-HeLTI) to learn how to improve health and wellness of Indigenous children. The I-HeLTI Project Manager will aid in leading a project team and reports to the NTC Research Associate Lead. Based out of Port Alberni, this position is predominantly remote and offers the opportunity for hybrid work. The Project Manager will need to be on-site at the discretion of the supervisor. The selected candidate must reside on Vancouver Island and be within driving distance to Port Alberni. Additional travel may be required. This role is focused on managerial and administrative support of a large CIRR i-HeLTI grant.

The Nuu-chah-nulth Tribal Council (NTC), Teechuktl (Mental Health) Program is seeking a permanent, full-time Teechuktl Clinical Counsellor to provide individual counselling for individuals or families in NTC’s Northern Region (Ehattesaht and Nuchatlaht areas). Based out of Zeballos, this position would best suit someone who can provide counselling services that promotes individual and community wellness through a balance of Quu’asa (First Nation people) values and trauma-based clinical methods. This position requires travel into remote communities (including on gravel road).

Allowable annual cut for southern Vancouver Island decreases by 5.5%

British Columbia’s chief forester sets a new allowable annual cut (AAC) level for Tree Farm Licence (TFL) 46 on southern Vancouver Island.

The new AAC for TFL 46 is 360,000 cubic metres, a 5.5% reduction from the previous AAC set in 2012. This decision recognizes the suspension of old-growth harvesting in the Fairy Creek Watershed and the Central Walbran Valley through orders, identifying them as temporary deferral areas within TFL 46. The current temporary deferral areas remain in place. This new AAC supports old-growth forests, accounts for wildlife habitat retention, visual quality, and First Nations cultural heritage resources and practices, while allowing for sustainable harvest levels​​.

The determination includes two partitions within the AAC with specific rules: one allows no more than 180,000 cubic metres to be harvested from forest stands more than 250 years old, and the other permits no more than 180,000 cubic metres from stands 250 years old or less.

Before determining the new AAC, the chief forester sought public input and met separately with representatives from First Nations, tenure holders, and local governments. The determination considers socio-economic factors and interests identified by First Nations, including the protection of cultural heritage resources for cultural survival and the impact of climate change on water, berry gathering, and sustenance hunting.

TFL 46 covers 59,432 hectares on the west coast of Vancouver Island, overlapping the territories of nine First Nations: Cowichan Tribes, Ditidaht First Nation, Halalt First Nation, Lyackson First Nation, Pacheedaht First Nation, Penelakut Tribe, Stz’uminus First Nation, Ts’uubaa-asatx First Nation, and Snuneymuxw First Nation.

The chief forester’s AAC determination is an independent professional judgment based on technical forestry reports, First Nations consultations, public input, and the government’s social and economic objectives. Under the Forest Act, the chief forester must determine the AAC in each of the province’s 37 timber supply areas and 34 tree farm licences at least once every 10 years.

Hawai‘i gender pay gap largely driven by motherhood, according to latest report

Full-time working women in Hawaiʻi made 86 cents for every dollar earned by a man, while the national average was 84 cents for every dollar, according to data between 2015 to 2022 from the American Community Survey (ACS).

A new University of Hawaiʻi Economic Research Organization (UHERO) report, authored by UHERO Research Economist Rachel Inafuku, uses data from ACS to take a deeper look into Hawaiʻi’s gender pay gap to further understand the role of gender in the workforce.

Hawaiʻi’s gender pay gap aligns with the findings that the disparity is largely driven by motherhood. In Hawaiʻi, mothers earn 74% of what fathers earn, while women without children make 99% of the income of men without children.

According to the report, several studies reveal that women are more likely to prioritize home activities, often resulting in career sacrifices. One report indicated that women have a higher likelihood of reducing their work hours to care for their children compared to men.

While early career earnings between men and women are nearly identical, the arrival of a woman’s first child significantly impacts her income. Unlike men within the same profession, mothers experience a notable decline in earnings that don’t rebound at the same pace as men.

Instead, mothers are more likely to choose family-friendly jobs that have shorter work hours and fewer career advancement opportunities.

Additional key findings from the report include:

  • Women in Hawaiʻi are disproportionately represented among low earners and notably less represented among high earners. In UHERO’s analysis, women constitute 29% of individuals in the highest observed earnings bracket—those making more than $160,000 annually—yet they account for more than half of those earning less than $20,000 per year.
  • At every level of education, men earn more than women. The gap in earnings varies depending on the level of education, with women holding associate degrees earning 74% of what their male counterparts earn, and 93% for those with a high school diploma or GED.
  • Women earn less than men in 74% of occupations. Among the top five highest-paid occupations in the state, the median earnings for women were lower than they were for men in four of them. In contrast, women outearned men in three of the five lowest-paying occupations.
  • Although women, on average, earn less than men, they tend to hold positions of greater occupational prestige. Women constitute a majority of the workforce in jobs ranked within the top 25% for occupational prestige. Nonetheless, men predominantly occupy roles in the highest tier, specifically the top 5% of prestigious positions.
  • The gender pay gap differs among ethnic groups. The pay gap ranges from women earning 81% of men’s earnings within the Micronesian community to women earning 98% of men’s earnings in the Southeast Asian community.

“Aside from public policy, closing the gender pay gap requires a multifaceted approach that involves a shift towards a more equitable distribution of caregiving responsibilities between genders, as well as the adoption of more flexible work arrangements by employers, among other measures,” according to the report. “By addressing these barriers for women in the workforce, Hawaiʻi can strive towards a future where men and women have equal opportunities to prosper financially in the labor market.”

Taiwanese People, Markets Stay Calm Despite Chinese Drills Around Island

KAOHSIUNG, Taiwan (Reuters) - As China staged a second day of "punishment" drills on Friday in response to Taiwan's new President Lai Ching-te, some residents of the democratically governed island told Reuters they would carry on with their normal lives despite Beijing's pressure.

China staged mock missile strikes in waters east of Taiwan and dispatched fighter jets carrying live missiles, state media reported, as Beijing tested its ability to "seize power" and control key areas of Taiwan.

But on the island of 23 million people, life has continued as normal, with no overt sign of worry, the Taiwanese having gotten used to decades of living with Chinese threats.

China's military exercises "don't really affect our daily lives. We still have to work to make money," said Chen Sian-en, a tyre repair shop owner in the southern city of Kaohsiung, home to a major Taiwanese navy base.

"From childhood to adulthood, it means that we've gotten used to (China's) threats," said Chen, 66, adding that the drills were "some kind of intimidation tactic" and a "show of force" from Beijing to Taiwan's new leader.

"They've talked about it so many times, but there hasn't been any real action. If they wanted to take over Taiwan, they would have done it already."

While Taiwanese media has covered the drills, a lot of their focus has actually been on continuing protests against efforts by the opposition to push legislative reforms, and occasional fighting by lawmakers on the floor of the chamber.

"I feel no reason to be scared," said Taipei taxi driver Chuang Jun-sung. "If China really attacks Taiwan, there's nothing Taiwan can do but deal with it. But we should still have the guts to fire our missiles back at them."

The drills are being conducted all around Taiwan, as well as areas close to the Taiwan-controlled islands of Kinmen, Matsu, Wuqiu and Dongyin next to the Chinese coast.

China has been infuriated by Lai's inauguration speech on Monday in which he said the two sides of the Taiwan Strait are "not subordinate to each other", which Beijing has viewed as implying China and Taiwan are two separate countries.

Kinmen resident Tim Chang, 52, said that Beijing has been threatening war for decades.

"If war is bound to happen, if they planned to attack, they would have struck 20, 30 years ago," he said.

Taiwan's benchmark index is at a historic high, scarcely impacted by China's drills. The market closed down 0.2% on Friday; on Thursday, the day the drills began, it closed up 0.3%.

The stock of Taiwan's TSMC, the world's largest contract chip maker and a major Nvidia supplier, is also at a historic peak.

"The drills will have a short-term psychological impact, but won't reverse the long-term upward trend of Taiwan stocks," said Alex Huang, vice president of Mega International Investment Services.

Vasu Menon, managing director of investment strategy at OCBC in Singapore, said that investors were not expecting any dramatic escalation in tensions.

"China's military has over the past few years carried out regular activities near Taiwan, making investors less sensitive to such drills," he added.

Still, Kaohsiung resident Angeline Liao said that she was personally "very worried" about the drills.

"If, hypothetically, there were some military (war) activities today, I think I would be the first one to wave the white flag," said the 36-year-old insurance agent.
